Best Expense and Spend Management Software for Mid Market Businesses

A business with 250 employees might have 40 people claiming expenses in a typical month, 25 company cardholders and a small finance team approving both.

‍

Another business of the same size might have nearly everyone travelling.

‍

The right expense or spend management platform depends on those patterns more than the headcount alone.

‍

This guide compares eight tools that mid-market businesses should consider. It covers their strengths, weaknesses, and why specifically they could be the right fit for businesses with around 100-500 employees.

‍

At a Glance

‍

Our platform, ExpenseOnDemand, is purpose-built for the mid-market. We’re worth considering if you want highly configurable controls without requiring a change to your existing bank or card setup.

‍

Webexpenses and Rydoo are also strong starting points for teams whose main problem is submitting, approving and reconciling employee expenses.

‍

Pleo and Soldo make particular sense when issuing and controlling company cards is central to the brief.

‍

Payhawk is aimed at a broader programme spanning cards, invoices, procurement and travel; SAP Concur is a candidate when travel and expense processes are closely linked although generally more suited to larger ends of the mid-market bracket.

‍

Expensify gives buyers another route from straightforward claims to more controlled expense workflows, but the pricing rules deserve close attention.

The Eight Best Expense Management Tools for Mid-Market in Detail

Tool 02 / 08

Webexpenses

Best for

a finance team primarily replacing a manual claims process with defined policy rules and approval routes.

How it helps mid-market businesses

When claims start moving through several department heads, up to six approval levels and consistent policy checks can replace email chasing and manual checking. Finance can see claims across the organisation rather than assembling separate team spreadsheets. The relevant integration tier becomes important as the company moves from small-business accounting into an ERP.

Core strengths

Webexpenses focuses on the complete expense workflow: capture, submission, review and reporting. That makes it a useful comparison point when your biggest pain is processing employee claims rather than replacing your wider procurement stack.

Significant features

Its Essential tier includes OCR receipt capture, mileage, duplicate checks, custom reporting, policy rules and up to six approval levels, plus QuickBooks and Xero integration. Scale adds integrations for NetSuite, Sage Intacct and Business Central, corporate card feeds and single sign-on. Pro adds direct reimbursement, API access and HRIS integrations.

Pricing

Essential starts from £7.50, Scale from £9 and Pro from £13 per user per month on an active user model similar to ExpenseOnDemand.

Considerations

The entry tier will not cover every mid-market requirement. If you need an ERP connection, API, direct reimbursement or support for a wider employee population, price the appropriate tier rather than comparing only the Essential headline rate.

Tool 03 / 08

Rydoo

Best for

teams that need a dedicated expense platform with configurable flows across locations and, potentially, countries.

How it helps mid-market businesses

A business adding offices or overseas teams can standardise the submission experience while allowing more detailed fields, per diems and policy rules where needed. Card matching reduces the month-end work created by higher transaction volume. For a 100–500 person company with intermittent users, the Business or Enterprise active-user policy is worth testing against real approval and submission patterns.

Core strengths

Rydoo combines mobile expense capture with mileage, policy controls and corporate card reconciliation. Its Pro tier adds multi-level approval options, per diems and more configurable fields, which may matter when one policy no longer works for every department.

Significant features

Expense submissions, receipt scanning and mileage in Essentials. Pro adds online accounting integrations, automated card transaction reconciliation, customisable rules and fields. Business adds capabilities including API and SFTP access; Enterprise adds further workflow and management tools. Rydoo offers a separate accounts payable product as well.

Pricing

Essentials is £8 and Pro is £10 per user per month when billed annually. Business and Enterprise have custom pricing. Rydoo says its active-user billing policy applies to Business and Enterprise.

Considerations

A team that needs ERP data exchange or more advanced controls may move beyond the published self-service rates.

Tool 04 / 08

Pleo

Best for

organisations that want to put controlled company cards into employees’ hands and capture the resulting spend as it happens.

How it helps mid-market businesses

At this size, purchases often happen in many teams while Finance remains a small central function. Giving authorised employees individual or vendor cards, with limits and receipt prompts, can reduce shared-card work and improve visibility into who spent what.

Core strengths

Pleo brings card issuance, receipts and spend visibility into the same workflow. Managers can set card limits and employees can attach evidence close to the point of purchase, which is attractive when shared cards and missing receipts create work for Finance.

Significant features

Physical and virtual cards, receipt reminders and accounting integrations. Build adds out-of-pocket expenses, mileage, approval workflows, OCR receipts and card limits. Optimise adds budgets, advanced invoice approval workflows, HRIS integrations and AI expense review allowances.

Pricing

Build starts £14 and Optimise at £18 per user per month when billed annually. Pleo does charge against some reimbursements, payments and foreign exchange so make sure to discuss these if you request a demo.

Considerations

If budgets and more advanced controls are essential, the Optimise tier is the more relevant comparison. Ask how users, reimbursement-only access, cards, entities and transaction charges contribute to the total price.

Tool 05 / 08

Soldo

Best for

businesses that want wallets and company cards to control departmental or individual spending before employees make purchases.

How it helps mid-market businesses

As more departments need to buy supplies, subscriptions or travel, wallets and cards can allocate spending authority without routing every purchase through a single person. Finance gains a common transaction record for dispersed cardholders. A company requiring tailored approval paths or extensive integrations should assess the quoted Unlimited setup rather than the three-user starting packages.

Core strengths

Soldo’s card and wallet setup can allocate spending power and make transactions visible centrally. That approach suits teams that issue cards widely or need to delegate spending to departments while keeping defined permissions.

Significant features

Cards, app-based receipt capture and accounting connections. Plus adds multiple wallets, multi-currency spending, OCR and exports. Unlimited has custom expense approval workflows, automated categorisation, wider integrations and support for larger deployments.

Pricing

Standard starts at £27 and Plus at £39 per month plus VAT, but both quoted starting packages include only three users and three cards. Unlimited is price on request. Additional users, cards, wallets and financial service fees need to be included in a mid-market quote.

Considerations

The £27 and £39 figures are not meaningful totals for a 100–500 person company. If custom approvals and scaled controls are needed, compare the Unlimited proposal against the other tools’ relevant tiers.

Tool 06 / 08

Payhawk

Best for

a business that wants to combine card expenses with supplier bills, purchasing and potentially travel in a broader spend programme.

How it helps mid-market businesses

Growing firms often discover that employee claims, card purchases and supplier bills are governed by separate processes. Payhawk can bring those routes under shared approvals and reporting, with purchasing controls before money is committed. Its modular structure lets Finance scope the problem in stages, although a wider rollout will require careful modelling of each usage charge.

Core strengths

Payhawk’s modular platform can connect controls before purchase with expense capture, reconciliation and payment processes. It is a candidate when Finance wants one operating model for several types of spend rather than a claims tool alone.

Significant features

The platform offers modules for Cards and Expenses, Bill Pay, Procure to Pay and Travel. It has a base module with usage variables such as cards, reimbursements and invoices, and add-ons such as advanced ERP integrations and multi-entity management.

Pricing

The relevant deployment is tailored by module, activity and add-ons. Payhawk’s £149-per-month Growth programme is explicitly aimed at single-entity businesses with fewer than 20 employees. So for mid-market, a bespoke quote is required for a clear pricing breakdown.

Considerations

The breadth of the platform creates more scope decisions. Ask for a proposal that spells out the included modules, cards, invoices, reimbursements, entities, ERP connections and implementation support. If you only need employee claims, assess whether the wider package earns its cost.

Tool 07 / 08

Expensify

Best for

businesses seeking a familiar expense workflow and willing to examine how the Collect and Control billing rules fit their usage.

How it helps mid-market businesses

A company moving beyond emailed receipts can establish one submission and reimbursement process across many employees, then evaluate Control for more formal review needs. The mid-market question is whether the added control justifies an annual member commitment when claim frequency varies. Model a typical and a busy month, including approvers, before selecting a subscription size.

Core strengths

Expensify offers a route from simple expense collection toward more managed policies, approvals and accounting workflows. It is useful to assess when receipt capture and reimbursements are central, with corporate cards and travel also under consideration.

Significant features

Expensify offers approval routes, expense coding, card feeds and accounting integrations. Its plans distinguish Collect from Control, with Control intended for more structured company processes. Understanding what features you’ll get in your plan would require speaking to their sales team.

Pricing

Collect starts at £5 per unique member per month on pay-per-use terms. Control is £14 per member included in the annual subscription size per month, plus £28 per active member above that size; a pay-per-use Control option is £28 per active member per month. Conditional Expensify Card usage can reduce some Control rates.

Considerations

An annual Control subscription bills the committed member count regardless of activity and cannot be reduced until renewal. Work through a realistic month with your Finance team, including employees who only approve, and check the card discount conditions before comparing the headline rate.

Tool 08 / 08

SAP Concur

Best for

organisations that need travel booking, employee expenses and invoice workflows connected to a broader finance environment.

How it helps mid-market businesses

When a 100–500 person firm has frequent travel, several approval layers and a growing finance stack, connecting bookings, policies and post-trip claims can give Finance a clearer view of travel costs. This is most valuable when the team will actually use the connected products.

Core strengths

SAP Concur has a wide scope across Concur Expense, Concur Travel and Concur Invoice. It is a credible option when travel policy and expense reporting must work together and the business already has complex systems or reporting needs.

Significant features

Receipt capture, policy application, financial-system connections and expense insights. Its Travel and Invoice products extend the workflow to bookings and supplier invoices. More than 300 prebuilt connectors and custom integrations.

Pricing

SAP Concur requests a tailored quote.

Considerations

Specify whether travel, expense and invoice products are all required. Compare the implementation, administration and total contracted scope with the benefit you expect from connecting them, especially if the immediate problem is simply claims processing.

How to Choose Expense Management for a 100 to 500 Employee Business

Start with the spending pattern

‍

If most employees claim only a few times a year, look closely at who triggers a bill and whether approvers and administrators count. If staff regularly buy on behalf of the business, evaluate card controls, receipt follow-up, merchant limits and reconciliation. If purchase requests and invoices are substantial, include those workflows in the brief from the outset.

‍

Test your policy in a demonstration

‍

Give each vendor the same three examples: a mileage claim; a card purchase that exceeds a department budget; and a receipt that needs coding to a project and approval by two people. Ask them to show the employee, manager and Finance views, followed by the export into your accounting system. This reveals more than a long feature checklist.

‍

Request comparable quotes

‍

For illustration, a 250-person company might have 60 monthly claimants, 30 cardholders, 12 regular approvers and two legal entities.

‍

Give those counts (or those relevant to your business) to every expense management software provider, together with your monthly claim, invoice and transaction volumes (if you have this data). Ask each one to identify its billing unit, minimum commitment, implementation cost, required tier, integrations, card or payment fees, and the price if activity rises.

‍

For example, 60 claimants does not automatically mean 60 paid users across all products. Some platforms distinguish active from subscribed users, and some charge for actions beyond submitting a claim.

‍

Why company size alone does not tell you the cost

‍

Between 100 and 500 employees, finance teams often need more than receipt scanning.

‍

Claims may pass through line managers, budget owners and Finance; the business may use different policies for grades, projects or locations; and card spend may need reconciling alongside personal reimbursements.

‍

A system that works for five frequent claimants can behave very differently when hundreds of people need occasional access.

‍

Start by counting four things:

‍

  1. Employees who may need access
  2. People who actually submit or approve something each month
  3. Cardholders
  4. Legal entities.

‍

Then list the workflows you must support, including:

‍

  • Out-of-pocket claims
  • Mileage
  • Tax codes
  • Supplier invoices
  • Travel
  • Project budgets
  • Accounting or ERP system.

‍

Those inputs make quotes much more comparable than an advertised entry price.

‍

The right shortlist depends on your finance process

‍

For a claims-led operation, begin with ExpenseOnDemand, Webexpenses and Rydoo, then assess Expensify against your required controls.

‍

For card-led spending, put Pleo and Soldo through the same scenarios.

‍

If you also need a coordinated programme for bills, purchasing or travel, add Payhawk and SAP Concur to the evaluation.

‍

The strongest choice is the one that handles your real approval, reconciliation and reporting work at a cost that holds up as usage changes.

‍

If your team has a mix of occasional claimants, complex policies and existing card or accounting arrangements, see how ExpenseOnDemand would handle your current process in a tailored demo.

‍

Frequently asked questions

‍

Do we need to replace our company cards?

‍

No single answer fits every tool. Some products centre the workflow on issuing their cards, while others support existing card feeds or a card agnostic setup, such as ExpenseOnDemand. If keeping your bank or card programme matters, speak to our team.

‍

Does every employee need a paid licence?

‍

Not necessarily. It depends on who needs access, the actions that count toward billing and whether you commit to a number of seats. Map claimants, approvers, finance administrators and cardholders separately, then ask each provider for its billing definition in writing.

‍

Should expense management and accounts payable be bought together?

‍

Only if the combined workflow solves a real problem. Employee reimbursements and supplier invoices have different capture, approval and payment steps. A unified platform may improve visibility, but ask what is included in the quoted tier and whether the AP process is native, an add-on or a separate product.

‍

What is the most useful pricing comparison?

‍

Compare a 12-month cost for your likely activity and a busier scenario, with tax and transaction fees stated separately. Include implementation, card and payment charges, integrations and any committed minimum.
